Treasurer’s Report
Enclosed is the Treasurer’s Report for the month of March 2021.
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District approve the Treasurer’s Report for the month of March 2021.
2021-2022 Budget Adoption
Based on the information and materials discussed during the Board workshop last week, the Board will adopt the 2021-2022 budget.
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District adopt the proposed 2021-2022 budget in the amount of $10,275,635.00.
Property Tax Report Card – Adoption
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District adopt the 2021-2022 property tax report card.
Donations
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District accepts the following donations as listed.
Stewart’s Shops – $500 for the Menands Union Free School Food Pantry.
Stewart’s Shops – $300 for the Camp Chingachgook Trip Class of 2022.
Payroll Calendar 2021-2022
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District upon the recommendation of theSuperintendent, hereby approve the 2021-2022 Payroll Calendar.
Mandatory Debt Service Reserve Fund
WHEREAS, upon completing and filing a final cost report with the State Education Department related to the Menands Union Free School District Capital Project (“Capital Project”), it was revealed that unexpended proceeds remain in the capital fund from the sale of bonds issued to finance said Capital Project;
Resolution BE IT RESOLVED, by the Board of Education of the Menands Union Free School District, pursuant to Section 6-l of the General Municipal Law, as follows: The Board hereby establishes a Reserve Fund to be known as the Menands Union Free School District Mandatory Debt Service Reserve Fund; The purpose of this fund shall be the payment of principal and interest on outstanding obligations issued to finance said Capital Project;
The Board hereby authorizes the Business Manager to transfer the remaining up to 376,500.00 in unexpended bond proceeds from the capital fund into the Menands Union Free School District Mandatory Debt Service Reserve Fund;
The moneys in this Reserve Fund shall be deposited and secured in the manner provided by Section 10 of the General Municipal Law. The Board of Education or its authorized designee may invest the moneys in this Reserve Fund in the manner provided by Section 11 of the General Municipal Law. Any interest earned or capital gains realized on the moneys so deposited or invested shall accrue to and become part of this Reserve Fund. The separate identity of the Menands Union Free School District Mandatory Debt Service Reserve Fund shall be maintained whether its assets consist of cash, investments, or both.
This Resolution shall take effect immediately.
Contracts For Approval
Northeast Parent and Child Society – Agreement for Services 2020-2021
Enclosed for the Board is a copy of the Agreement between the Menands Union Free School District and Northeast Parent and Child Society.
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District approve the Agreement for Services between the Menands Union Free School District and Northeast Parent and Child Society for the 2020-2021 school year as per the attached agreement.
Achievements- Special Education Services Contract
Enclosed for the board is a copy of the Achievements Agreement for speech Evaluations, PT and OT evaluations, Psych and Triennial services for the 2020-2021 school year.
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District approve the agreement between Menands School and Achievements for the 2020-2021 school year as per the attached agreement.

Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District, upon recommendation of the Policy Committee, approve the first of the following policies.

10. ANNUAL BOCES BOARD ELECTION AND ADMINISTRATIVE BUDGET VOTE 2021-2022
Administrative Budget Vote
Resolved that the Board of Cooperative Educational Services of Albany-Schoharie-Schenectady- Saratoga Counties be authorized to expend the sums set forth in the Administrative Budget document in the total amount of $12,199,555.00. during the school year 2021-22 and to raise such sum by assessments to component school districts, non-component school districts, other BOCES and other sources as required by law.
BOCES Board Members (Vote for two of the below-listed candidates)
The persons listed below have been nominated to serve on the BOCES Board of Education. Each component school district Board of Education may cast one vote each for up to two (2) individual candidates, but there is no statutory requirement that they cast (1) vote per vacancy. Only one vote may be cast for any one candidate.

Appointments
Building Substitute- Kristen Dietz
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District approve Kristen Dietz as a Building Substitute Teacher effective 3/15/2021 through 6/30/21.
Civil Service Appointment – Philip Lipscomb- 1.0 FTE Custodial Worker – Probationary
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District approve the probationary appointment of Philip Lipscomb to the Civil Service Labor Class 1.0 position of Custodial Worker effective April 22, 2021 with compensation according to the current non-instructional salary schedule. The probationary appointment period will be 52 weeks from April 22, 2021 through April 22, 2022.
Substitute Food Service Helper / Substitute Teacher Aid- Ileane O’Connell
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District approve Ileane O’Connell as a Substitute Food Service Workers and Substitute Teacher Aid for the 2020-2021 school year.
Substitute Custodian- Larry Gardenier
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District approve Larry Gardenier as a Substitute Custodian for the 2020-2021 School year.
Long Term Substitute Teacher – Stacey Rutter
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District appoint Stacey Rutter to a long term substitute teaching position commencing on or about May 15, 2021 through June 30, 2021 at the per diem rate of $180.
Retirement
Donald Mannion- Custodian
Enclosed is a letter of resignation for the purpose of retirement from Donald Mannion, custodian, effective July 31, 2021.
Resolution BE IT RESOLVED that the Board of Education of the Menands Union Free School District accept Donald Mannion’s letter of resignation for the purpose of retirement effective July 31, 2021.
